Important Information Regarding Emergency Financial Measures

Following the Treasury Minister Alfred Cannan MHK’s announcement yesterday morning regarding a package of emergency measures to support businesses and workers during the coronavirus pandemic, the Department for Enterprise’s Enterprise Support Team and the Income Tax Division of Treasury have been experiencing extremely high volumes of calls, enquiries and applications. 

In response to the announcement of the new measures made on 23rd March 2020, a new Business Enquiry Form is now available at

This new enquiry form MUST be completed as the FIRST step by all interested applicants. A member of the team will then make contact with you to provide information on the support you may be eligible for, or signpost you to other support services.  We will retain your e-mail address in order to provide updates when they are available.

Please note, at this current time, the £3,000 COVID-19 Business Support Scheme is ONLY available to businesses that are operating in the following sectors*:

- Tourist accommodation;

- Catering, entertainment and leisure;

- Travel and tour operators; and

- Logistics.

Subject to approval, this scheme will also soon be available to certain small retail businesses and self-employed who operate in the above sectors and meet certain conditions. The definition of self-employed and retail businesses eligible will also be clarified later in the week.

If you are self-employed but DO NOT operate in one of the listed sectors above, you may be eligible instead for the COVID-19 Manx Earnings Replacement Allowance (MERA) providing that you have paid Class 2 National Insurance Contributions in 13 of the last 26 weeks, and meeting the other relevant conditions. Again further information will follow later this week. We anticipate that the legislation should be approved by Friday 27 March 2020.   As soon as possible after the legislation has been approved, full details on who qualifies and how to make a claim will be available at It will not be possible for the self-employed to claim both MERA and a £3,000 grant from the COVID-19 Business Support Scheme.

To assist with the call centre demand and to allow the team to focus on processing applications as quickly and efficiently as possible ALL applicants are urged to a) complete all interactions with the Department electronically, b) not to visit the Department’s counter, c) minimise the handling of paper and submit applications electronically and d) ensure that you’ve completed ALL sections of the application form.

If you are eligible, payment will be made straight into your business bank account. If your application is deemed incomplete or ineligible, you will be contacted. Please therefore refrain from calling or emailing the team for an update on the status of your application and payment.
